      The regulations applicable to program administration and grants management for all grants under the Head Start Act include grants for technical assistance and training and grants for research, demonstration, and pilot projects. Accounting system certification, conducting annual audits, personnel policies and federal matching requirements are among the issues addressed in Part 1301.

      The on-line Catalog of Federal Domestic Assistance (CFDA) provides access to a database of all federal programs available to state and local governments (including the District of Columbia); federally-recognized Indian tribal governments; territories (and possessions) of the United States; domestic public, quasi-public, and private for-profit and nonprofit organizations and institutions; specialized groups; and individuals. CFDA provides contact information for the office that administers the program.

Fed Biz Opps

      FedBizOpps.gov is the single government point-of-entry for federal government procurement opportunities over $25,000. Government buyers are able to publicize their business opportunities by posting information directly to FedBizOpps via the Internet. Through one portal - FedBizOpps - commercial vendors seeking federal markets for their products and services can search, monitor and retrieve opportunities solicited by the entire federal contracting community.

      Produced by the U.S. Department of Health and Human Services, this manual sets forth the policies and procedures that federal officials follow throughout the grant administration process, as well as their professional responsibilities. There is information that prospective applicants can use to judge whether to apply for a grant, to understand how an application will be evaluated, and to understand the obligations imposed on a grantee. It also establishes standards for how grantees may meet application deadlines.

Head Start Information and Publication Center Federal Register Alert Service

      Each weekday, a Head Start Information and Publication Center Information Specialist reviews the Federal Register table of contents for items of interest to the Head Start community. These notices include funding announcements, proposed regulations, final regulations, notices of correction and meeting notices that are issued by agencies throughout the federal government. The Federal Register Alert Service provides a full citation and abstract for each item, as well as a link to the full document.

OMB Circular A-21, dated 08/08/00

      This Circular establishes principles for determining costs applicable to grants, contracts, and other agreements with educational institutions. The principles deal with the subject of cost determination, and make no attempt to identify the circumstances or dictate the extent of agency and institutional participation in the financing of a particular project. The principles are designed to ensure that the federal government bears its fair share of total costs, determined in accordance with generally accepted accounting principles, except where restricted or prohibited by law. Agencies are not expected to place additional restrictions on individual items of cost. Provision of for-profit or other increment above cost is outside the scope of this circular.
