Public Comments on the Proposed Head Start Program Performance Standards

Comments were overwhelmingly positive on the Program Performance Standards. They praised the standards' clarity, flexibility, multi-cultural sensitivity, and responsiveness to the many issues expressed in the public consultation process, and the standards' comprehensiveness with respect to best practices and quality programming across the service areas.

A large number of commenters liked the reorganization of the standards into the three major sections of Early Childhood Development and Health Services, Family and Community Partnerships, and Program Design and Management, as well as the presentation of a single set of integrated standards to address the needs of children ages birth to five years.

A sampling of issues raised included the following:

Both supporting and opposing the proposal in the NPRM to extend the time frame for the completion of health and developmental screening and assessment from 45 to 90 days;

Staff qualifications proposed in the NPRM, in particular regarding staff who exercise fiscal oversight;

Recommending that the current Head Start Disability Regulations and the proposed Head Start Transportation Regulations be integrated into the Final Rule;

Requesting more specific and prescriptive language in a number of cases, such as the request that child-sized utensils be reinstated, and the limitation of three years for serving on policy councils; and

Requesting delay of the effective date of the standards beyond the six months after the publication of the Final Rule.
